SEA Capacity Building: PACA Tool and Trainings
The Participatory Appraisal of Competitive Advantage (PACA) tool is one of the main components of the iMigrantArmenia.EU project funded by the European Union and implemented by the Swedish Public Employment Service.
The PACA method includes both the method for PACA and value chain identification, analysis and a direct in-field application. This tool was mainly used for Training of Trainers (ToT) workshops conducted for Labour migration unit (LMU) staff.
Numerous trainings have been conducted for the specialists and community representatives from Shirak and Aragatsotn regions. The main purpose of the trainings was introducing the methodology and factors of participatory diagnosis and planning to participants, as well as strengthening their capacities in coordinating and conducting meetings with the project-related beneficiaries in the mentioned regions.
As a result the LMU staff will train Migration Resource Center (MRC), under LMU and State Employment Service (SEA) and Local Center (LC) staff, under LMU and SEA, in selected communities. Two approaches have been explored for the purpose of training the staff in:
- regional sub-sector value chains that are part of global value chains,
- regional value chains for local and regional markets only.
The outcome of these trainings has been drawing up a framework with a strong inclusive approach, involving selected SEA staff members to fit the workflow and Standard Operating Procedure (SOP), including the operationalisation of the Community development investments systems (CDIS). At the same time, one of the stages of CDIS evaluation will be conducted by means of the PACA tool.
